The American Recovery and Reinvestment Act of 2009 includes approximately $7.4 billion in Defense-related appropriations, which account for less than 1 percent of the total $787 billion stimulus package signed on February 17 by President Obama. DoD intends to spend this funding with full transparency and accountability.

As stated on, the purpose of the Recovery Act is to create and save jobs, jumpstart our economy, and build the foundation for long- term economic growth. DoD is pursuing three broad goals with its Recovery Act funding:

  • Preserve and create American jobs
  • Care for U.S. Service members and their families
  • Improve DoD energy efficiency
